Arthur C. Horn is a native of Gouldtown (Fairfield Twp.) and Bridgeton areas in Southern New Jersey.  Arthur attended Lincoln University in Pennsylvania where he earned a Bachelor of Science in Sociology and Criminal Justice degrees.  He later obtained a Master of Science in Administration (Education) degree from Lincoln University.  Arthur went on and earned his second advanced degree by graduating with a Master’s degree in Business Administration (M.B.A.) from Georgian Court University, New Jersey. 
 

At Rowan College of South Jersey, Arthur has been a Senior Counselor for the Educational Opportunity Fund program since 2007.  He has been an Adjunct Professor teaching Social Science, Business, and Freshmen Success courses for the college since 2000.  Arthur owner and operator of 2BU, LLC since 2005.
 

Arthur has many years of experience working in the business, criminal justice, education, and social services sectors. Arthur is the current Board of Trustee President for Court Appointed Special Advocate (CASA) of Cumberland, Gloucester, & and Salem counties; Board of Trustee Vice President for Complete Care Health Network, Inc. and Board of Trustee Treasurer for Educational Opportunity Fund Professional Association of New Jersey (EOFPANJ) as well as a member on various other college and community committees.
